Why did i have Virginity Pain?

I am a 14 year old female and 2 nights ago i decided i was ready to have . I was already really wet and the condom was lubricated. We tried it and it hurt me so bad we had to stop before he even "entered me". Why did it hurt so bad? Is it because my wasn't fully developed? Answers?
