Is this considered ual harment?

I was in a study muster at Navy A school and my clmate is really ticklish, so I was tickling him, he told me to stop but I didn't think much of it, so I kept tickling him, then he said: "I'm getting ually hared. Can I leave now?" I tried talking to him but he ran away. Don't know if he reported it. What should I do? Is this ual harment? What will happen now?
