Cannnnnn someone PLEASE give me a answer. (Dog)?

I have a male,chiwawa and A female blue healer and my male dog will not stop licking my female dogs private area she can't even like sit down without him licking her,and if she goes in another room or if she hops on the couch to lay with me,he'll start whining she can't go anywhere without him. It's getting kind of annoying.
