Can you go too the other regions in pokemon diamond?

OK iv herd a lot of stuff saying you can go but u have to beat the top 4 a 1000 times or complete the nat dex and go back to the pal park catch them all again in the park and all sorts of crazy stuff. but i want a straight YES or NO. i don't believe you can but some are convincing so help us out plz. thank you
