Sweeney Todd's Accent...?

In the movie Sweeney Todd(with Johnny Depp), often he replaces his th's with f's and v's. For example, he says "froat" instead of throat, "muvver" instead of mother and "furvermore" instead of furthermore. Is this a legitimate regional accent somewhere in Britain, or something that was just done for the movie? Thanks!
