Problems with dark under eye circles!?

I've been sufferin' from this problem a very long time, every since I was 10 years old. I'm tired of ppl askin' me about it. There pretty bad because majority of my kin is caramel but under my eyes, there a pure brown color, I just hate it.. I tried usin' skin bleachers but no help.. Any help?
